Target areas
The project will first target 87 municipalities selected on the basis of criteria related to consolidation / synergy with the Bank's ongoing projects (primarily PREEFN and PGRNCC); the GMV intervention area in Mali; the poverty profile of the municipality;25 and the vulnerability of the ecosystem (see basic technical document). Other municipalities, including in other regions, can be added using the same criteria. Of the 87 municipalities targeted, 53 are in prevention areas (39 of which are at risk of conflict and 10 are at risk of medium intensity). The remaining 34 municipalities are located in the area of consolidation and resilience, which are areas under pressure with an increasing security risk. The approach and activities of the proposed project are important measures to mitigate the security risk in targeted municipalities. The participatory approach of the project should create a safe operational environment through the consent, approval and cooperation of people and local communities, particularly the most vulnerable (called the "in-house" « Most vulnerable populations »).
In addition to coordination with local authorities, activities in project areas, including supervision, will be supported by a partner institution with a representative in any project area. Remote monitoring through the Geo-Dependent Monitoring and Supervision Initiative (GEMS) will be integrated into the monitoring and evaluation framework of the project, including a Community monitoring mechanism to enhance transparency, accountability and citizen voice. An integrated security officer in the project implementation unit will allow for the continuous updating of security risk information and the implementation of risk mitigation measures, which will be reported monthly to the World Bank.
