Institutional and implementation arrangements
The proposed implementation modalities remain simple and are prepared on the basis of a comparative analysis of the Implementation NPP, NPP, RAP and RRP.
The project implementation agency is the MEADD will ensure the fiduciary management of all project activities. The day-to-day implementation of project activities will be carried out by a PMU directly attached to the Secretary General of the Ministry. The PMU will be responsible for the implementation, management, coordination and monitoring and evaluation of the project.
A Project Steering Committee (COPIL), Chaired by MEADD Minister, will be composed of key stakeholders working on natural management and climate change31 . COPIL is the monitoring and validation body for project activities. It will validate updated versions of the IMP, annual work plans, budgets and progress reports and ensure that the project is consistent with national strategies and policies and the requirements of government programs. It shall meet at least twice a year and whenever the President deems it necessary. The costs of committee meetings will be covered by the project (component 3). COPIL will be created before the project is effective by the Minister of MEADD.
A Multisectoral Technical Committee, The project will include members of the PSU and a focal point at the level of the ministerial departments of MEADD, MTAD, MRD, MET, MSCP and MEF, provide advisory services and support to the PSU in the implementation of the project, ensuring the commitment of each stakeholder to project activities and facilitating regular exchange of information. The Multisectoral Technical Committee will meet quarterly and, if necessary, representatives of other institutions, including regional institutions, may be invited to participate in the work of the Committee. The multi-sectoral technical committee will act as a multi-sectoral technical think tank and advisory body to promote concrete cooperation between the project team and the various technical departments.
UGP. LUGP will be responsible for overall project management and coordination, as well as for monitoring and evaluation of project activities, including delegating implementation to « delegated contracting parties » (MOD) or contracting partner institutions such as NGOs, national agencies, private/local entrepreneurs, United Nations agencies, etc. The Group will be composed of qualified specialists, recruited on the basis of agreed terms of reference (TOR) with the World Bank. This will include a project coordinator, a procurement specialist, a financial management specialist, an accountant and his assistant, an internal auditor and a monitoring and evaluation specialist (see annex 1). At the regional level, Regional Support Team (EAR) Three experts (one Environment Officer, one Legal Officer and one Social Specialist) (see annex 1), recruited on the basis of terms of reference agreed with the World Bank, will be established and hosted under the regional directorates of the DNEF to strengthen field implementation capacity and institutional coordination. In addition, the technical support company and partner institutions will mobilize qualified experts such as gender, VBG and climate change experts upon request.
